A few of these are communities or syndicated feeds that I've read in the past, or that I am a member of but not a current reader of. (I treat community membership as a bookmark -- a reminder that a community exists, so I can look in on it occasionally. I actively read only some of them.) Many names here look familiar.

I don't know what their measure of closeness is: number of friends who list a user as a friend, maybe? (There are links from the generator, but I haven't chased them yet.)

I did follow the links, and it appears to be a weighted version of friendsfriends: you have a pool of "trust" that flows through your friends links; once your trust that flows into a friend reaches a certain threshold, excess then cascades into their friends, and so on. LJs that are friends of many of your friends therefore get weighted more (because they're fed from multiple directions) and friends with lots of friends dilute the cascade (because they split all of the surplus trust you gave them among all of their friends.)
