I've posted some of my Israel pictures to Picasa (edited years later to add: which is now dead, alas). The framed prayer in Tzfat is the paragraph "modim anachnu lach", the version said by people other than the baal tefillah during repetition of the amidah at shacharit and mincha. I assume it's there partly for the cohanim: there's duchening (birkat cohanim) every morning in Israel, so the cohanim are up at the front, not necessarily with their prayerbooks, so the text is there. Or for other congregants, who may have wandered without their siddur during repetition.
