The talmud is discussing the various blessings said over food. With regard to pepper, R. Sheshet says the blessing is shehakol (the "misc foods" blessing), while Raba says it requires no blessing at all because it isn't food. Raba also says that if one chews peppercorns on Yom Kippur he is not liable (for punishment), and if one chews ginger he is not liable. But an objection is raised: didn't Raba also say that the ginger that comes from India is permitted and the blessing is ha-adama (vegetables), which means that it is food? There is no contradiction, the g'mara says; one refers to moist ginger and one to dried. (36b)

Objections about pepper are also raised, just to be clear. Do not determine your practice based on what you read on the Internet. :-)
