The torah calls for cities of refuge to be designated for accidental killers, who can flee there and remain in safety for a period of time. Originally six cities were designated, and then 42 more were added. The cities are the holding of the Levites, who don't get land.

Recent dafim have been discussing life in the cities of refuge. A mishna on today's daf says that the refugee paid rent to the Levites. The g'mara questions this; all agree that no rent is paid in the original six, but there is a dispute about the other 42. R. Yehudah says yes, R. Meir says no. (13a)

(Requiring one who is effectively a prisoner to pay rent seems surprising, but I guess the presumption is that he could take up a trade (or get a job) while living in the city. The torah doesn't have the concept of prison in the modern sense.)
