When Fairpoint was trying to get my DSL modem working, I got a similar recommendation whenever they wanted a full reset: Disconnect the power and the phone line for a full minute. I think the theory was that it might be drawing power from the phone line, which is possible in principle; old fashioned phones are, after all, powered through the phone line. I don't know enough about cable to know if the same consideration applies there.
