Ugh. There is this pattern, promulgated by Apple but taking root everywhere, to want "clean-looking" apps that don't have their settings integrated, and then have a master Settings app which contains the settings for all other apps. Except some settings make sense to have in the app, so you end up with two places. Or, if it's something where the setting can be attached to an item--like "block this number"--then it ends up in someplace even weirder, like the "list of missed calls" page...and then not link that from anywhere. (As it turns out there is a page of "block callers" on the iPhone, it's just not in a settings-type place.)
I mean, the Settings pattern is hard--most old-school apps have this junk-drawer approach with fifty tabs of settings that are organized poorly--but this approach turns it into a real scavenger hunt. I feel like it'd never survive if we didn't also have an infinite number of monkeys, err, netizens, finding out how to do things and posting it online.
