My reactions are very close to yours. Sometimes it's hard to tell when it's making fun of tropes, such as every world being populated by humans, and when it's just carrying them on.
Bortus's people aren't actually all male; males by definition don't reproduce by themselves. I suppose saying they were hermaphroditic would have pushed the envelope too far. Even when they're being daring, they have to stay within the human mold to avoid losing the audience. Or something.
