As painful as it is to even have to ask such a question--what are the rules during time of war? For that does seem to be what is happening here: someone has declared war on you and your faith.
I doubt anyone expected the enemies to observe Shabbat, so I must assume there are rulings on what may and may not be done in a war situation. Communicating to civilians that there is an attack seems likely to come under those rules.
