I live in France, where there are many antisemitic attacks. I'm surprised that you're supposed to hire private armed guards: here, the government dispatches protection (usually soldiers, sometimes police). The local Chabad house has a guard with an automatic weapon 24/7, and I often see entire patrols outside shuls during services. Perhaps it would work to demand protection from your local government?
