Wow, that's obnoxious. Sadly, "one size fits all, but which I mean me the designer" is pretty common, but internal sites that don't take their *known* users into account... sheesh.
Let me guess: "but can't you just change your screen resolution / sit closer / use a bigger monitor?" (I've gotten the resolution one. I kid you not. Yeah, like I'm going to mess up my entire environment for the sake of *your* badly-designed website? Uh, no.)
